So, at level 160 - you both have all 100s, only difference is - the other fellow has a LOT more skills than you.
And, if you are going to optimize something - why in the world would anyone waste their time by going with a dark elf is beyond me (unless its 100% for roleplaying reasons). In the long term - dark elfs are arguably the worst race from a pure tactical point of view. reg

Personally, I'd choose dwarf, human, or giantman, simply because of more blood, better encumbrance, and all the other things that you can't train away.

If you are looking long term - go with giant, dwarf or human.
If you are hell bent to choose between halfling and dark elf - choose halfling. reg

The list could go on and on. This holds true for dwarves and giants also. These are the types of things that you can't change, no matter what you train in. Take a halfing with the same amount of physical training and the same starting roll in the mangler as a giant, and the giant will have more blood. This is the exact same at 100 levels, or whatever long term is considered to be, assuming the training is the same. Take a halfling and a giant, with the exact same clothing/equipment and starting rolls, and the giant will be a much sturdier packrat.

(Even though, with Gemstone evolving into a hitpoint attrition type of game - I'd give extra weight to hitpoints being a big issue later on much more so than they are today. But, even if you weigh this issue as unimportant....)
Whether you want to take it further and look at things like the Official Stat. Descriptions:
Discipline: Discipline is a measure of a character's force of will, determination and ability to focus on the task at hand. It's effects are not normally noticed by Players, but it does affect quite a few systems in the game. It is one of the most mysterious of the skills, but probably the most broadly used.
The most widely used stat in the game - take a look at how the races stack up.
Or if you want to take it from an effective racial warding bonus/penalty - dark elves just lack in the non-trainable long term items.
As Emtel said - the list goes on, and on, and on.
I'd take a mediocre giant/dwarf (or even human, though they lag behind quite a bit on the other 2 overall) any day of the week over a "perfect" halfling or dark elf post-level 100 on. reg
