For commercial sites, try freeservers or tripod/lycos.

Mainly because of the past abuse of the service I was offering.

If you want there are several places that will do hosting for around 10$ a month for a fairly good sized web page.

Otherwise check around. I think freestuff.com would be a good place to check.
