I remember it being tweaked so it was harder to get good rolls, but nothing like that. However I'm far from an expert on it.

Back in the ice age you used to lose stats when you died like they went down whenever you would die. So they went up quite a bit when you trained I can remember once having my strength go up 6 points in one train (was a warrior back then). By lvl 30 if you placed right and never died you could have had all 100s easy so when the game rolled over to how it is now stats stayed the same no matter how high at what lvl. That answer's yer question I hope

I don't believe that is an ice age wizard. A wizard, with a 670+ roll, placed for pure growth could have a set of stats VERY similar to that at level 30. Notice the lowest stats are the ones that grow fastest for a wizard. reg
Even a wizard placed for pure growth on a 700 couldn't have stats even close to that. reg
Also, the lowest stats are two of the slowest growing stats for an elven wizard, not fastest. reg
