For one... Ignore the current breakage numbers completely. All the numbers as they stand are subject to change, especially on armor and shields. Currently any weapon will break on armor greater than scale armor, and this is expected to change.
Another planned change is that the higher enchant an item is from it's natural enchant, the weaker it will become. So basically a 10x vultite shield has more of a chance to break than a 4x vultite shield, same will apply to swords and armors. I am guessing this rule may apply to crit/damage weighting/padding, but that was not specifically addressed.
The reason breakage will be implemented is because of the increasing wealth of players and the GMs inability to introduce powerful items. In the past when heavily crit padded brig was sold or other nicely padded/weighted items sold, they sold for a MUCH cheaper price and many of them weren't purchased for the purpose of selling them at an overly inflated price. Today if a merchant arrived with heavily padded brig for 350k, you can bet all your items that people from all over Elanthia would buy stacks and stacks of them. Without breakage those stacks of items could remain in the game permanently.
Hopefully breakage will provide a solution to this so that GMs can introduce better equipment into the game, and this way they don't have to worry about the equipment lasting for eternity.
One last thing to note is that items will NEVER break on the first clash, EVER. This isn't really a big deal however.
