What happened to dueling at the dinghy?

12:18 PMI remember everyone was at the dinghy dueling. Why did they put the dinghy under Wehnimers jurisdiction?

It was too near town. Newbies could wander out there and get killed. Lemme tell you, angry newbies killed for no reason = no new customers. The boulder is pretty much it now, it's far enough away and everything goes up there.
